Insider Exposes Mayor Art Welch & Co For Blatant Ethics Violations

8/3/19 – A newly released 2017 declaration by Councilwoman Daniela Andrade accuses Mayor Art Welch, as well as former council members George Moyer and Debbie Franklin of violating public meeting laws (Brown Act), when they secretly plotted an illegal vote, presumably to fire Planning Commissioner David Ellis from his position. Ellis had just been re-appointed to the position a few weeks earlier.

The incident in question allegedly occurred at the opening ceremony of the Banning Harbor Freight Store in 2017.

While exiting the event, Welch, Franklin and Moyer were overheard engaging in an illegal meeting by plotting a secret vote outside the presence of the public.

BOMBSHELL DECLARATION

Andrade’s 2017 declaration was just released by Councilman Don Peterson. It dates back to late 2017,  during a time when Daniela Andrade was a true advocate of the people, which unfortunately can no longer be said – she has since sold out and made a complete 180.

Andrade has since joined the corrupt club, hook, line and sinker, and has shape-shifted into a premier cheerleader for all things corrupt in Banning.

When asked why he did not release the declaration earlier, Peterson responded that he had considered it, but that he initially decided to take a “wait and see” attitude to determine if the council members would actually follow through on their agreed upon secret decision. Ultimately, the plot never materialized, because Ellis resigned from the commission when he announced his candidacy for city council several months later.

Peterson says that he decided to bring the declaration to light now, so the public can get yet another glimpse at the clear pattern of unethical backdoor deals Welch & Co. regularly engage in, whenever they think nobody is watching.

CONCLUSION

Everyone who pays attention already knows that Art “vodka-tonic” Welch is a good-for-nothing, useless drunk.

But the latest revelation also confirms that Welch has no problem breaking the law, and therefore lacks the integrity and ethics to be Mayor. Time for another ethics probe?
